Second, most of the signals that Pakistan has sent havesuggested that they would accept U.S. nuclear securityassistance as long as Pakistan received assurances that anyinformation gained would remain classified and that the U.S.wouldn't attempt to intervene in their program. The Italiandelegation mentioned earlier specifically discussed PALS withPakistan's General Kidwai, and left with the belief thatPakistan would accept U.S. offers of assistance if they weremade (Cotta-Ramusino and Martellini). Pakistan's foreignminister also suggested to them that they were planning onsending a delegation of officials to the U.S. to discuss thepossibility of allowing the U.S. to install PALS (Cotta-Ramusinoand Martellini). While Pakistan may hold some reservations aboutunlimited cooperation with the U.S., they seem to be sending thesignal that they are willing to engage in cooperation withinsome limitations. If PALS increase the security of Pakistan'sarsenal, then working the program around their needs is areasonable price to pay for reducing the risk of unauthorizednuclear use.
