Pals In Pakistan Part Eight - The Rogue Threat

A rogue commander could clearly still use weapons that had beendisassembled, as they would be the ones required to re-assemblethem if they were ever used. While storing the parts at separatesites would eliminate this risk, it is unlikely that Pakistanhas or will implement this control mechanism, as this wouldseverely restrict their ability to use the weapons quickly in acrisis. With PALS installed, any local commanders would berequired to have codes from the national military establishmentand thus could not launch without certain and explicitauthorization. Other scenarios of stolen weapons are also moreprotected with PALS than without. In a disassembled state, it ispossible that a terrorist group would be able to reassemble theweapon. This is highly likely, in fact, given that any groupable to access Pakistan's weapons would probably have contactswith scientists within Pakistan's nuclear complex and would thushave access to the technical knowledge necessary to use theweapons. Weapons protected by PALS would be disarmed remotelywhen theft was discovered, and even qualified scientists areunlikely to be able to bypass the PAL without triggering one ofthe detonator charges that would render the bomb useless. In practice, however, none of the freedoms guaranteed in the Soviet constitution were recognized in the country&rsquo;s legal system, and millions of dissenters and suspected dissenters were imprisoned or killed for disagreeing with the commissars of the state.</div><br><div>The United States Constitution, by contrast, is thought to be in <a href="http://townhall.com/columnists/LauraHollis/2008/10/29/a_president_who_wont_uphold_the_constitution_never">good standing</a>. Yet there are numerous provisions of the U.S. Constitution that are never enforced. These provisions, analogous to &ldquo;dead letters&rdquo; in the U.S. Postal System, are either totally ignored by federal judges or given such a narrow construction that they might as well not exist. scenario, disassembled weapons arealso still vulnerable, as the new government would control thetechnicians who serviced the weapons and could easily make useof them. With PALS, any Islamic fundamentalist government wouldhave to obtain the codes to gain access. This would give theUnited States a sort of "last line of defense", where we wouldbe able to negotiate with the outgoing government to disable theweapons or withhold the codes. At the very least, in any ofthese scenarios the odds of avoiding a nuclear disaster arebetter with the PALS than without them. The other aspect of theassembly-status argument is the idea that the requiredreassembly would cause India to lash out somehow in response tothe reassembly.
