A rogue commander could clearly still use weapons that had beendisassembled, as they would be the ones required to re-assemblethem if they were ever used. While storing the parts at separatesites would eliminate this risk, it is unlikely that Pakistanhas or will implement this control mechanism, as this wouldseverely restrict their ability to use the weapons quickly in acrisis. With PALS installed, any local commanders would berequired to have codes from the national military establishmentand thus could not launch without certain and explicitauthorization. Other scenarios of stolen weapons are also moreprotected with PALS than without. In a disassembled state, it ispossible that a terrorist group would be able to reassemble theweapon. This is highly likely, in fact, given that any groupable to access Pakistan's weapons would probably have contactswith scientists within Pakistan's nuclear complex and would thushave access to the technical knowledge necessary to use theweapons.
