Pals In Pakistan Part Six - Objections To Pals By Teve Torbes, Fri Dec 9th
Some arms control experts voice a variety of objections totransferring PALS technology to Pakistan and other states. Theserange from objections to the likelihood of Pakistan's acceptanceof the program to political objections to the ramifications thatgranting Pakistan PALS will have on other states that areconsidering proliferation of weapons of mass destruction. Whilethere may be validity to some of these objections, the onbalance effect of a technology transfer program dealing withPALS would be positive. A first objection made is that Pakistanmay be unwilling to accept an offer by the United States to givethem this technology (Global Security Newswire). The logicbehind this argument is that Pakistan would be unlikely to allowthe U.S. to have detailed access to its nuclear weapons sites.Since PALS are usually an integrated part of the nuclear device,it would require on-site assistance by the United States thatmight discourage Pakistani acceptance. While Pakistan wouldprobably indeed have concerns about allowing the U.S. unlimitedaccess to its nuclear facilities, the PALS program could easilybe designed to assuage these fears. First, while the U.S. wouldhave to be involved in installing PALS on the Pakistani weapons,this doesn't require constant access to
every Pakistani nuclearweapons site. The installation would be a one-time procedurethat could be performed at any location Pakistan requested.Additionally, if Pakistan refused even limited access to asingle site, Pakistani scientists could be trained to installPALS themselves. While the technological specifications of PALSare restricted from the general public to prevent efforts tobypass the technology, giving the knowledge required to installand operate them to another country wouldn't compromise ournuclear security. Many other countries such as France and Russiaalready have U.S. PALS technology, and since the Pakistanigovernment already possesses nuclear weapons they have no realincentive to try to access ours (Bellovin).
