A firearm is a kinetic energy weapon that fires either a single or multiple projectiles propelled at high velocity by the gases produced by action of the rapid confined burning of a propellant. This process of rapid burning is technically known as deflagration. In older firearms, this propellant was typically blackpowder, but modern firearms use smokeless powder or other propellants.

Pals In Pakistan Part Three - Why Transfer Pals To Pakistan? By Teve Torbes, Fri Dec 9th
Pakistan is not unique among nuclear powers in its lack ofpermissive action link technology. Both China and India alsolack PALS. Pakistan does, however, pose a unique risk of loss ofcontrol over its nuclear arsenal. While any country thatpossesses nuclear weapons would gain security benefits frominstalling the technology, Pakistan's current lack of anestablished command and control regime makes it an urgent casefor a U.S. transfer of technology. Pakistan faces severalchallenges in creating an effective command and control systemfor its nuclear weapons. It has basic geographic problems thatinterfere with efforts to control its nuclear weapons in anemergency. It is a relatively narrow country, with few locationsthat weapons can be hidden at and its proximity to India largelyreduces the amount of time available for a second-strikedecision to be made (Man). These geographic problems limitPakistan's command and control efforts as they force the centralgovernment to loosen its control over weapons in the event of acrisis. They also radically inhibit early warning systems, asthe amount of warning time Pakistan would have in the event ofan Indian nuclear attack

Without the benefit of any prior experience with nuclearweapons, Pakistan has had great difficulty in establishing aclear set of controls to prevent the unauthorized use of nuclearweapons. As discussed earlier, the only real rule that has beenestablished is the "3-man" requirement. This sort of consensuswould be relatively easy to achieve in a military organizationtrained to obey commands from superior officers. Without astronger system of organizational safeguards, a technicalsolution may be Pakistan's only effective option of increasingthe safety of their arsenal.
