A firearm is a kinetic energy weapon that fires either a single or multiple projectiles propelled at high velocity by the gases produced by action of the rapid confined burning of a propellant. This process of rapid burning is technically known as deflagration. In older firearms, this propellant was typically blackpowder, but modern firearms use smokeless powder or other propellants.

Pals In Pakistan Part Seven - A Dangerous World

Second, most of the signals that Pakistan has sent havesuggested that they would accept U.S. nuclear securityassistance as long as Pakistan received assurances that anyinformation gained would remain classified and that the U.S.wouldn't attempt to intervene in their program. The Italiandelegation mentioned earlier specifically discussed PALS withPakistan's General Kidwai, and left with the belief thatPakistan would accept U.S. offers of assistance if they weremade (Cotta-Ramusino and Martellini). Pakistan's foreignminister also suggested to them that they were planning onsending a delegation of officials to the U.S. to discuss thepossibility of allowing the U.S. to install PALS (Cotta-Ramusinoand Martellini). While Pakistan may hold some reservations aboutunlimited cooperation with the U.S., they seem to be sending thesignal that they are willing to engage in cooperation withinsome limitations. If PALS increase the security of Pakistan'sarsenal, then working the program around their needs is areasonable price to pay for reducing the risk of unauthorizednuclear use. Pentagon Clears Flying-Car Project for Takeoff

Constitutional Dead Letters

In practice, however, none of the freedoms guaranteed in the Soviet constitution were recognized in the country&rsquo;s legal system, and millions of dissenters and suspected dissenters were imprisoned or killed for disagreeing with the commissars of the state.</div><br><div>The United States Constitution, by contrast, is thought to be in <a href="http://townhall.com/columnists/LauraHollis/2008/10/29/a_president_who_wont_uphold_the_constitution_never">good standing</a>. Yet there are numerous provisions of the U.S. Constitution that are never enforced. These provisions, analogous to &ldquo;dead letters&rdquo; in the U.S. Postal System, are either totally ignored by federal judges or given such a narrow construction that they might as well not exist. This has led some scholars to argue that thisunassembled state is better than having PALS installed on theirweapons for two reasons: first, because these scholars reasonthat unassembled weapons would be difficult to use withoutauthorization, and second, that to install PALS the weaponswould have to be assembled and thus might spook India intothinking that Pakistan was preparing to either use them or placetheir weapons on higher alert (Cotta-Ramusino and Martellini).These fears are among the more baseless arguments made about aPALS transfer program. The idea that unassembled weapons cannotbe used is highly suspect. The nuclear weapons would be safer ineach of the potential scenarios for some kind of unauthorizeduse with PALS installed.
